Joe is an expert
on infrastructure for power grid
operations including
communication networks, SCADA,
EMS, and data acquisition
systems. At Electric Power
Group, he has been responsible
for the WECC Phasor network
project for real-time monitoring
of the Western Grid and to
install a monitoring system at
CAISO. He has:

Assisted the CAISO to
acquire and install a Phasor
Data Concentrator (PDC) and
a display workstation. |

Assisted the CAISO to
request from the WECC Data
Exchange Working Group (DEWG)
permission to temporarily
use the existing
inter-utility WECC ICCP
network to exchange phasor
data between BPA, SCE, PG&E
and the CAISO. |

Directed the
implementation of a high
speed digital communication
network with the Bonneville
Power Administration in
September 2002. This
high speed digital circuit
enabled the CAISO to receive
phasor data directly from a
PDC at BPA. |

Previously, Joe was at Southern
California Edison where as a
supervising engineer Joe led a
team of four engineers in the
Power System Control Section of
SCE to design and install
Supervisory Control and Data
Acquisition (SCADA) systems at
various SCE substations as well
as at the Energy Control Center
in Alhambra, California.
Joe
also worked as a consultant for
SCE and the CAISO and performed
the following tasks:

with the certification of
all inter-tie metering
installations. |

Assisted SCE hardware
engineers to prepare
detailed data acquisition
spreadsheets for El Segundo,
Etiwanda, Ormond Beach
Generating Stations and Big
Creek Hydro Remote
Intelligent Gateways (RIGs)
used by CAISO. |

Assisted
CAISO Engineering to develop
standard data acquisition
spreadsheets for the RIGs. |

Prepared data acquisition
spreadsheets and managed the
installation of Moro Bay
power plant RIG. |

Prepared data
acquisition spreadsheets for
the Redondo Beach Generating
Station RIG.

Joe
received an Engineer in Training
(EIT) license (# 60897) from the
Bureau of Consumer Affairs of
the State of California and
pursued work towards a BSEE
degree from Cal State
University, Los Angeles.
